Many airlines provide the service of issuing visas for their passengers, and Delta is one of them. So, if you have a trip scheduled to Cuba and you choose Delta Airlines, you can get a Cuba visa at the gate before departure. Getting a Cuba visa from Delta is one of the cheapest options you have. It costs only $50, the same as JetBlue or Southwest, and it is less expensive than American Airlines. As for the requirements, you need a passport that remains valid for at least another 6 months from your date of arrival in Cuba. You need travel insurance as well, but you can purchase that both in the US before you leave or upon arrival in Havana. US citizens are eligible for a Cuba Tourist Card, which means that you can apply online for a Cuba visa.
